Elipsis Engineering & Consulting has dedicated staff with extensive training and experience. Our field and lab personnel are not only experienced, but are certified and qualified with agencies such as the American Welding Society, American Concrete Institue (ACI), and the Construction Training Qualification Program (CTQP). At EEC, we truly believe our employees are our greatest assets and the reason for our continued success.   We strive to embolden all of our employees by providing a work environment where they can be successful as individuals, which in turn proves successful for our clients.  Collectively, our team has hundreds of years’ experience in our technical disciplines with successfully completed projects.

Sarah has a Bachelor of Science Degree in Business from George Mason University and  is responsible for the entire day to day operations as well as long term growth of the firm.  Sarah also plans and directs all aspects of the organization and service functions. She develops and oversees the organization's staff and service policies, objectives and initiatives while relying on her extensive experience and judgment to plan and accomplish goals.

Sarah has fourteen years of experience in the construction materials testing, engineering inspection, and geotechnical fields.  She  is a true professional focused on the needs of the customer and consistently delivers what it takes.  Sarah is counted on to get the job done right and on time.  She is known to have a “no excuse and no nonsense” approach.  Sarah continuously provides the highest level of customer service and provides contract/project management services to EEC’s clients.

thomaswhitneyThomas E. Whitney, PE  Director of Engineering Services

Tom has a Bachelor of Science Degree in Civil Engineering from the University of Central Florida and is a registered professional engineer in the State of Florida.   Tom is responsible for the all engineering practices, policies, procedures, and technical accuracy for the firm.  He assigns workloads, reviews work in progress and upon completion, and takes responsibility for all engineering work performed by the firm.  He provides strong leadership, analytical and critical thinking skills along with a high degree of initiative, integrity, and good judgment.

Tom has over twenty years of experience in the construction, geotechnical, environmental, inspection, and materials testing phases of civil and structural construction.  Mr. Whitney is a ‘hands-on’ type of engineer.  He has extensive field experience providing geotechnical explorations, construction materials testing, threshold inspection, structural steel inspections, drilled shaft inspections, and construction engineering inspections.  Tom currently provides CEI Consultant Engineering and Senior Materials Engineering services to the Florida Department of Transportation's Fifth District.

Chris Nolen, PE  Director of Construction Services

Chris has a Master of Engineering degree in Civil Engineering and a Bachelor of Science degree in Civil Engineering from the University of Florida.  Chris is in responsible charge of the CEI services provided by EEC. Chris plans, schedules and coordinates CEI services, including inspection and testing, for all activities related to construction performed by prime contractors and/or trade subcontractors.

Chris began his career working as a professional engineer trainee and was responsible for providing inspection services on both roadway construction and maintenance projects.  Chris has worked his way up from an inspector to an experienced Project Engineer with a record of success overseeing all phases of FDOT roadway construction projects, delivering quality projects on time and within budget.

lindamorelloLinda Morello, CIT, CDS  Construction Services Support Specialist

Linda has over 30 years of experience in the construction engineering industry.  Linda is responsible for the technical administrative operations of the Construction Services.  Linda is a diverse and motivated administrator with extensive background in construction management, construction engineering and inspection services.  Linda is known for her excellent communication and interpersonal skills with government agencies, clients, management, office and field staff.  She establishes and maintains superior customer service through attentive listening skills, interpreting needs and suggesting solutions to achieve satisfactory results.

Linda is affiliated with the National Association of Women in Construction (NAWIC), serving as the Region 3 Block Kids Building Program Chair  and previously served as the Greater Orlando Chapter President (2011-2012), Board Officer/Director (2007-2011), Membership Recrutiement Committee Chair (2009-2011), and the Professional Education Committee Chair (2007-2009).
